My male gouldian finch mated his hen on the perch and they don't seem to be nesting. Throwing away the nesting materials. What can I do?

With finches when best building in nesting box’s do you put some nesting material in the box or let them do it all them selves. Do you just leave nesting material on the ground. Theaviary im building will have a full concrete floor. Once nesting is completed do you remove the old nest and clean the box out.
